Yeah, instead of exporting as Flash, export as a GIF sequence.

Dude, you can like: make a regular Flash and export it as a GIF. GIFs are SWF files in another format. o_O

No GIF are GIFs and SWFs are SWFs, they are different, SWFs have actionscript and sound and filtre effects in v8+ GIFs are silent are images and have only adaptive filtres and suckish colours!

Dude, you can just export as a high quality image (moving PNG and such), you'll never have sound though.

surely avatars are meant to be silent?

As for bad colours...
they arent meant to be very big, so you dont really notice it

Im not really bothered when it comes to sound I just prefer to use something higher quality to GIFs if PNGs are animatable then I will use that.

Try the Export tool in the Macromedia Flash Pro 8, it has some other moving picture formats. You don't need to export your flash as a .swf file, you cna choose .gif and others.

It has PNG Sequence, which is not an animated image, it is a sequence of unanimated image files. Which can't be used for avatars. Also Animated GIFs do not export correctly example will be added.
EDIT: After a long struggle and a whole folder full of images I managed to make the Animated gif give a reasonable result.
